Notice is also given that the Registrar has informally appointed Christine E. Bray whose address is 10050 Keswick Ave., Stillwater, MN 55082 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minn. Stat. 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.

Any objections to the probate of the Will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.

Erik Christiansen, 2705 Quebec, St. Croix Beach; Jerry Jones, 1212 West Linden St, Stillwater; Dennis Lindsay, 624 Wisconsin St, Hudson; These three members of the SAHS music department spoke of budget reductions pertaining to the upcoming possible budget reductions. They recommended cutting the high school music programs in grades 10-12 and keeping the grades 5- 9 programs in place.
3. Michael Wilhelmi, 819 Everett Drive, Stillwater, spoke of the excellence in Stillwater schools that would be lost if the levy isn’t renewed.

IX. Reports
A. Vision 2014 Update
Dr. Queener provided information on the 69 action steps for Vision 2014 that are presently in place this year as part of our current strategic plan. The update includes completed action steps, those that are in progress and those that are in the planning stages of the process.
B. 2013-2014 Academic School Calendar
Dr. Lunn presented drafts of the academic school calendar for the 2013-2014 school year. The elementary, junior high and senior high each have a plan A and a Plan B. The SCEA will meet to discuss a possible Memo of Understanding to allow for the Plan A calendars to be recommended. Approval of the calendar will be requested at the March 7 regular business meeting.

C. Town Hall Meeting Feedback
Ms. Keister presented the feedback of the two town hall meetings that were held to present the cost center budget reduction recommendations and also collect community feedback. The feedback collected was divided into four categories: that which is of greatest concern, possible replacement items, items that should stay on the list and items that are missing from the list. The complete list of items shared at the meeting can be found on our district website.
X. Action Items
A. New Strategic Plan
Dr. Lunn presented the new strategic plan that will serve as the blueprint for the district for next five years. The plan consists of new belief statements, new mission statement, seven new objectives and ten strategies to meet the objectives.

XI. School Board Updates
• George Hoeppner reported on the February 20 EMID meeting where 71 teachers were placed on unrequested leaves of absence. EMID is working with human resources in the collaborative districts to see if the teachers can bump into the district
• Kathy Buchholz attended two PTAs meetings, reported on the Oak-Land Spiritoso performance, and reported on the February 14 school board learning session
• Amy Burback attended the Partnership Plan Board meeting where it was reported that the Rotary Sampler raised $27,000 for our Fab-Lab
• Mike Ptacek attended the SEE meeting last week where the topic was all-day kindergarten and preschool and the impact it makes

• Attended the Afton-Lakeland PTA meeting, the MSBA conference where the keynote spoke of the eight pillars of trust.
Board Member Reports
• Amy Burback attended the Partnership Board meeting last Tuesday, Jeans & Jewels Event is planned for March 23, Stillwater Rotary is hosting a sampler event tomorrow night with the proceeds going to the high school Fab-Lab.
• George Hoeppner reported on the Jan. 23 EMID board meeting. The EMID board voted to close Harambee Elementary School, voted to close Crosswinds Schools, voted to transfer Harambee school building and property to Roseville, voted to transfer Crosswinds to the Perpich Center for Arts Education if they receive funding by April 1, 2013. If Perpich does not secure funding by the deadline, the building and property will be transferred to the South Washington County school district.
• Tom Lehmann attended the MSBA conference, and the Shared Services meeting which is a collaborative group of city and municipalities looking to share efficiencies and resources. Thanked the community members who participated in the strategic planning meeting last weekend. The finance and operations groups reviewed the budget forecast assumptions for 2013-2014.
• Mike Ptacek attended the Lake Elmo PTA meeting, also attended the EL meeting at Lake Elmo.

Ms. Lori Brink, Director of Community Education, provided an update of the programming at the Early Childhood Family Center (ECFC). There has been an increase in all areas of programming and offerings. The highlight of the center is the integrated programming with the partners of NE Metro 916 and the Courage Center.

Ms. Cathy Moen, Director of Administrative Services, requested approval of a service agreement with HealthPartners for the purpose of management of the clinic. The service agreement is for a three year period beginning May 1, 2013. The management services provided by HealthPartners as a part of this agreement include salary and benefits for the health practitioner, insurance, licensure fees and other related costs.

Tom Lehmann moved to approve the contract with management fee to be reviewed further and brought back to the February 7, 2013 meeting, seconded by, Mike Ptacek; Vote: 7 Ayes, 0 Nays, Motion Carried.
C. Accept Bid for On Site Clinic at Stillwater Area High School
Mr. Dennis Bloom, Director of Operations, requested approval of awarding the qualified bid to Braden Construction of Houlton, WI for a bid total of $106,350.

D. East Metro Integration District Resolution
Mr. Mike Redmond, Executive Director of Secondary Education, request approval of the following the resolution:
Be it resolved by the School Board of Independent School District 834 that notice be given to the East Metro Integration District (EMID) on or before February 1, 2013, that District 834 intends to withdraw its’ membership from the EMID Joint Powers Agreement and its’ participation in the EMID collaborative. The Notice of Withdrawal shall be effective on June 30, 2014, the calendar year following the Notice of Withdrawal, as outlined in the Joint Powers Agreement. Said Notice of Withdrawal shall be in the form of this resolution sent to EMID’s members via its’ Board of Directors.
It is necessary for Stillwater Area Public Schools to provide EMID with a notice of withdrawal while the district studies the value of services offered by the collaborative.
