DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT

The St. Croix Preparatory Academy, Charter School #4120, through its affiliated building corporation, Friends of St. Croix Preparatory Academy, is proposing the construction of an addition of approximately 23,000 square feet to meet existing space needs and to address the need for growing enrollment at the current school site. The St. Croix Preparatory Academy, Charter School #4120 will enter into a long-term lease for the facility addition with the Friends of St Croix Preparatory Academy.

The charter school board believes the lease of a new facility addition constructed by its affiliated building corporation under the authority of M.S. 124D.10, Subd. 17a, is in the best interest of the charter school and addresses long-term facility needs.

The total cost of the project is not to exceed $5,200,000. Bonds issued by the Baytown Township for the Friends of St. Croix Preparatory Academy will finance a portion of the project. The Baytown Township will issue $5,000,000 30-year lease revenue bonds, the proceeds of which will be used to acquire/construct the charter school facility addition to be owned by the Friends of St. Croix Preparatory Academy. The balance of $200,000 will be funded by Friends of St. Croix Preparatory Academy using existing funds. Friends of St. Croix Preparatory Academy will lease the facility on a long-term basis to St Croix Preparatory Academy Charter School #4120. The Friends of St Croix Preparatory Academy is responsible for the annual debt service payments. The charter school will use lease aid under M.S.
§124.11, Subdivision 4 and unrestricted general education funds for the annual lease payments.

REVIEW AND COMMENT STATEMENT

Based upon the department’s analysis of the charter school’s required documentation and other pertinent information from sources of the Minnesota Department of Education, as required under M.S.§ 124D.10, Subdivision 17a, and M.S.§ 123B.71, the Commissioner of Education is providing the proposed new facility project a positive review and comment.
