IX. Reports
A. Gifted and Talented Pathway
Dr. Anderson and Dr. Laager presented information about ideas being considered to enhance gifted programming as outlined in our Bridge to Excellence plan. Preliminary planning is underway to expand the program to include “pathways” for gifted students throughout their junior and senior high careers. A study group will continue to explore the ideas and develop the plan for implementation over the next several years.

B. 2013-2014 Preliminary Budget
Board members reviewed the preliminary budget for the coming school year. The budget is based on goals and priorities of the Bridge to Excellence plan, as well as on enrollment projections, and current law and regulations. Each year the board must vote to approve a preliminary budget in the summer before the school year begins, and they also approve a revised budget mid-school year. The final revised budget is then updated in the spring of the year. The board will vote on the preliminary budget at its June 27 board meeting.

C. Review of Education and Tax Bill
Board members received an update regarding the recently approved state Omnibus E-12 Education and Tax Bills. The Legislature approved a wide variety of items that impact our schools both in policy and funding. For 2013-2014, the most significant change is an increase to the General Education formula of 1.5 percent, which equates to about $750,000 for our schools. The majority of changes from this new bill will take effect in 2014-2015, including:
• Pupil unit conversion (affects almost all funding formulas, referendum amounts, etc.)
• Full funding for all-day kindergarten
• Policy changes related to teacher evaluation, staff development, pensions, career and technical education, safe schools and more.

Specific impacts to District 834 are still being calculated and more information will be provided at the June 27 school board meeting.

Mr. Bloom, director of operations, requested approval of Joint Powers Agreement for Food Services between Stillwater and Mahtomedi. This allows the district to continue to run the food services program for both districts under the terms of the agreement proposed. The Mahtomedi district pays a fee that reflects the costs to Stillwater in operating and managing the program. In addition, Stillwater will invoice Mahtomedi for the actual costs in salaries and benefits for employees assigned to the Mahtomedi school sites. This agreement helps fund a coordinator of food services in the Stillwater district, as well as support staff.

BE IT RESOLVED BY THE SCHOOL BOARD of Independent School District No. 834, State of Minnesota, as follows:

2013 pursuant to Minnesota Statutes, Section 126C.17.
