Accused groper has court appearance set

Reuben Ramcharit, who faces sex-related charges in connection with an incident in the Stillwater Cub Foods parking lot last week, makes his initial appearance in 10th Judicial District criminal court Wednesday.

Of the two incidents reported to Stillwater police — the 22-year-old Oak Park Heights woman who reported being groped in a sexual manner April 3 while getting in to her vehicle at Cub Foods on Market Drive and a 25-year-old Woodbury woman who was groped the same day at the same location — only the April 3 incident will be charged by the Washington County Attorneys’ Office. The second incident was sent to the Stillwater City Attorney’s Office, according to Fred Fink, head of the County Attorney’s Criminal Division.

The reason, Fink said was that fifth-degree criminal sexual conduct excludes touching of a person’s buttocks, which allegedly occurred in the second incident.
Ramcharit’s alleged actions against the women were caught on surveillance cameras at Cub Food’s Stillwater location.

Ramcharit was also arrested March 30 on a similar charge in Roseville.

One dead in Wisconsin crash

RICHMOND TOWNSHIP, Wis. — One person is dead and two others are hospitalized after a two-vehicle collision Monday morning on CTH A in Richmond Township, according to the St. Croix County Sheriff’s Office.

An SCCSO news release said a 1993 Toyota Camry driven by Yang Yeng, 61, of St. Paul, was northbound on CTH A when Yeng apparently lost control of the vehicle. The Camry crossed into the southbound lane and was struck on the passenger side by a 2010 Chevrolet Impala driven by Kelly Wilcox, 31, of Maplewood. Both vehicles ended up a nearby ditch, the statement added.

Investigators believe icy road conditions at the time of the accident were a factor, the statement said..

Wilcox was taken to a New Richmond hospital and a passenger in Wilcox’s car, Allen Matheus, was taken to a St. Paul hospital. Yeng was pronounced dead at the scene by the St. Croix County Medical Examiner’s Office.

This is St. Croix County’s first traffic fatality of 2013. The crash remains under investigation by the SCCO.
