1.1 NOTICE TO CONTRACTORS

Sealed Bid Proposals for the furnishing of all labor, materials and all other items necessary to complete the work described herewith, will be received by Brown’s Creek Watershed District (BCWD) at its office, c/o Washington Conservation District 1380 W Frontage Rd, Hwy 36, Stillwater, MN 55082 until 10:00 AM, April 19, 2013 after which such bids will be publicly opened and read aloud by representatives of Brown’s Creek Watershed District (BCWD). The work, in accordance with drawings and specifications prepared by Emmons & Olivier Resources, Inc., consists of the following major items of work:

Lift Station and associated Electrical, Excavation of 1000 cubic yards, Stormwater Treatment Filter with 265 cubic yards of sand/16 tons of Iron Aggregate, Piping & Manholes, Vegetation Restoration & Landscaping.

Contractors desiring a copy of the bid package, plans, specifications and proposal forms may obtain them from the ENGINEER, (Emmons & Olivier Resources, Inc., 651 Hale Avenue, Oakdale, MN), upon the payment of a $30.00 non-refundable fee for each bid package. Bid packages are also available for examination at the OWNERS office. You may download the digital plan documents be entering Quest Project #2537924 on the website’s Project search page. Please contact Quest CDN.com at 952-233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with this digital project information. All communications relative to this project should be addressed to the ENGINEER prior to opening of the Bid. Emmons & Olivier Resources, Inc.: Attention Ryan Fleming, P.E., phone (651) 770-8448. All questions pertaining to the project must be submitted by 5:00 pm, CST on April 16, 2013. Responses will be sent out by 5:00 pm, CST on April 17, 2013.

Bid Proposals shall be submitted on forms furnished for that purpose.

Each bid proposal shall be accompanied by Bid security made payable to Brown’s Creek Watershed District (BCWD) (“OWNER”) in an amount of five (5) percent of Bidder’s maximum Bid price and in the form of a certified check, bank money order, or a Bid bond (on the form attached) issued by a surety company duly authorized to do business in the state of Minnesota, such Bid Security to be a guarantee that the bidder, if awarded a contract, will enter into a Brown’s Creek Watershed District (BCWD): Settlers Glen Iron-Enhanced Sand Filter March 11, 2013 001113-2 Advertisement for Bids contract with Brown’s Creek Watershed District (BCWD); and the amount of the certified check or money order will be retained or the bond enforced by the OWNER in case the bidder fails to do so. The OWNER will retain the bid security for the three lowest bidders until the contract has been awarded and executed but not longer than sixty (60) days. No bid may be withdrawn for a period of sixty (60) days following the bid opening.

A Mandatory PRE-BID meeting will be held at the project site at 10:00 AM on April 12, 2013. The meeting will begin at the cul-de-sac on Morgan Avenue North in Stillwater as shown in the Bidding Documents. Please notify the ENGINEER 24 hours in advance of attendance.

The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies, and further reserves the right to award the contract in the best interest of the Brown’s Creek Watershed District.
