Date: January 30, 2013

1. A default has occurred in the conditions of that certain mortgage executed by Barbara J. Daniels FKA Barbara J. Raeburn, a single person, as mortgagor, in favor of Central Bank, a Minnesota banking corporation, as mortgagee, dated October 29, 2004, and recorded on December 2, 2004, as Document No. 3482524, as modified by that certain modification of mortgage dated February 6, 2007 and recorded on February 21, 2007 as Document No. 3631557, both in the Office of the County Recorder in and for Washington County, Minnesota (“Mortgage”). • George Hoeppner reported on the EMID board meeting. A public hearing was held about the closing of Crosswinds school
• Tom Lehmann attended the 7th grade orientation at Oak-Land Junior High and was very impressed
• Mike Ptacek attended the Marine PTA meeting where Mary Anderson presented the district initiatives that are underway. Mike volunteered in the Fab-Lab at the Da Vinci Fest. He also attended a Parents United workshop.

A draft of meeting dates was presented to the board.
Amy Burback motioned to remove the learning session scheduled for February 21; Tom Lehmann motioned to approve the draft with the amendment. The board approved the calendar of meetings for 2013.

B. Establish 2013 Board Member Salaries
George Hoeppner motioned to give board members an annual increase of $500. Natasha Fleischman seconded, Vote was taken with Hoeppner, Fleischman Fedie voting for an increase and Burback, Buchholz, Lehmann and Ptacek voting against. Natalie Fedie motioned to keep the board member salaries the same as they are currently; Tom Lehmann seconded the motion. Motioned Carried. The board established their salaries as $4,400 for each board member with the Board Chair receiving a $600 stipend for a total of $5,000. The board has not given themselves a raise since 1996.

• Amy Burback attended the Partnership Board meeting last Tuesday, Jeans & Jewels Event is planned for March 23, Stillwater Rotary is hosting a sampler event tomorrow night with the proceeds going to the high school Fab-Lab.
• George Hoeppner reported on the Jan. 23 EMID board meeting. The EMID board voted to close Harambee Elementary School, voted to close Crosswinds Schools, voted to transfer Harambee school building and property to Roseville, voted to transfer Crosswinds to the Perpich Center for Arts Education if they receive funding by April 1, 2013. If Perpich does not secure funding by the deadline, the building and property will be transferred to the South Washington County school district.
• Tom Lehmann attended the MSBA conference, and the Shared Services meeting which is a collaborative group of city and municipalities looking to share efficiencies and resources. Thanked the community members who participated in the strategic planning meeting last weekend. The finance and operations groups reviewed the budget forecast assumptions for 2013-2014.
• Mike Ptacek attended the Lake Elmo PTA meeting, also attended the EL meeting at Lake Elmo.

Ms. Lori Brink, Director of Community Education, provided an update of the programming at the Early Childhood Family Center (ECFC). There has been an increase in all areas of programming and offerings. The highlight of the center is the integrated programming with the partners of NE Metro 916 and the Courage Center.

The management services provided by HealthPartners as a part of this agreement include salary and benefits for the health practitioner, insurance, licensure fees and other related costs.

Mr. Dennis Bloom, Director of Operations, requested approval of awarding the qualified bid to Braden Construction of Houlton, WI for a bid total of $106,350.

D. East Metro Integration District Resolution
Mr. Mike Redmond, Executive Director of Secondary Education, request approval of the following the resolution:

Be it resolved by the School Board of Independent School District 834 that notice be given to the East Metro Integration District (EMID) on or before February 1, 2013, that District 834 intends to withdraw its’ membership from the EMID Joint Powers Agreement and its’ participation in the EMID collaborative. The Notice of Withdrawal shall be effective on June 30, 2014, the calendar year following the Notice of Withdrawal, as outlined in the Joint Powers Agreement. Said Notice of Withdrawal shall be in the form of this resolution sent to EMID’s members via its’ Board of Directors.
It is necessary for Stillwater Area Public Schools to provide EMID with a notice of withdrawal while the district studies the value of services offered by the collaborative.

The program will be expanding next year to 9th grade. Three students spoke of the personal benefits of the class and their appreciation for the opportunity to participate.
