A. Partnership Plan Lease
Mr. Dennis Bloom, director of operations, requested approval of the lease agreement for the Partnership Plan at the Central Services Building. The lease has been reviewed by legal representatives from both the District and the Partnership Plan. The agreement contains a yearly rent adjustment agreement equal to the Consumer Price Index and agreement to adjust payments to cover the total cost of CAM (common area maintenance).
The initial lease agreement is for ten years with the option of two renewals for five years each. Term of Commencement Date will be July 1, 2012.

IX. Reports
A. First Day of School
Dr. Ray Queener, assistant superintendent presented a report on the first day of school. Included in the report was information about the work that took place over the summer to prepare for the new school year, as well as an update on first day enrollment, transportation and food service numbers, new staff members, and other changes for the coming year. Nearly 8,500 students came to school on Tuesday.
B. Early Childhood Family Center Opening
The new Early Childhood Family Center opened its doors on Tuesday. Lori Brink shared an update with the board on the grand opening activities, as well as the first day of classes. A video highlighting the new center was also shared with the board.
C. Community Engagement Sessions
Ms. Carissa Keister, coordinator of community engagement, provided information received in the first step of the new strategic planning process, community members were invited to provide feedback and share ideas. Two Education Conversations were held in August, and participants were asked to identify strengths of the district as well as areas for improvement. Carissa Keister provided a summary of the information gathered during the sessions. This information – along with other demographic data, survey results, and more – will be shared with the strategic planning team as it begins its work in September.
D. Multiple Measurement Ratings
Dr. Mary Anderson, executive director of elementary education, explained that Minnesota recently received a waiver allowing the state to opt out of the federal No Child Left Behind rating system. As a result, the state has created a new rating system designed to measure student growth, identify achievement gaps, and provide educators with more relevant information about student achievement. Dr. Anderson shared that three Stillwater schools received the title of ‘celebration schools’.
X. Action Items
Superintendent Goals 2012-2013
The board approved the superintendent’s goals for the coming year, which are focused on fostering a culture of continuous improvement, building positive relationships, developing team and leadership capacity, engaging and educating the public, and aligning plans, goals and processes.

B. Proposed Notice of Discharge for Tenured Teacher
The board approved a resolution to begin the process for termination of a tenured teacher.

RESOLUTION PROPOSING TO IMMEDIATELY DISCHARGE A TENURED TEACHER,HEREINAFTER REFFERED TO AS TEACHER “A”

BE IT RESOLVED, by the School Board of Independent School District No. 834 that:

1. Teacher “A” is proposed to be immediately discharged pursuant to Minn. Stat. §122A.40, Subd. 13;
2. Written notice be sent to the teacher regarding the proposed immediate discharge as provided by law, and that said notice shall be in the form set forth in Exhibit A attached hereto;
3. Each and all of the grounds set forth in said notice are within the grounds for the immediate discharge of a continuing contract teacher;
4. Exhibit A to this Resolution contains private data on individuals, pursuant to the Minnesota Government Data Practices Act, Minnesota Statutes Chapter 13 and, therefore, the Superintendent is specifically directed to maintain the private data classification of the exhibit in accordance with applicable state law;
5. The written notice attached hereto as Exhibit A shall be signed by the Clerk of the School Board and served upon the teacher as determined by the administration of Independent School District No. 834;
6. Pending any proceedings regarding the proposed immediate discharge, the teacher shall be suspended without pay.

It is Ordered and Notice is given that on October 9, 2012, at 1:00 p.m., a hearing will be held in this Court at 14949 62nd Street N, Stillwater, MN 55082, for the formal probate of an instrument purporting to be the Will of the Decedent, dated 10/30/2006, and for the appointment of Kathleen Ann Chell, whose address is 7882 Rimbley Road, Woodbury, MN as Personal Representative of the Estate of the Decedent in an UNSUPERVISED administration.

Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.

Notice is also given that (subject to Minn. Stat. 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
